Jollibee Regular Yum Burger

Ito ang isa sa mga best seller na brand ng Jollibee... ang kanilang Regular Yum Burger.
Hindi ito matalo talo ng kahit anong burger kasi nakatatak na sa isipan ng maraming tao simula pagkabata ay "ang masarap na hamburger ay sa Jolibee!" Ito siguro ay epekto ng magagandang commercials na napapanood sa TV at siyempre sa actual o totoong buhay ay masarap din naman talaga. :)


May balot pa at kabibigay lang sa amin ng nanlibre... :)



Bagong bukas na Regular Yum.. di siya kagaya ng nasa poster o picture.. Malambot ang tinapay nila kasi lumubog ang parte kung saan ko siya hinawakan..

Malabot ang tinapay, tama lang ang pagkakaluto, fresh pa.. siguro di naman ito lagpas ng 48 hours simula ng mailabas sa hurno.
Ang kanilang burger patties ay hindi masasabing 100% beef kasi ito ay processed na. May mga ingridients na naidagdag para mas lalo itong sumarap at madali itong kainin. At kapag tinikman mo ang burger nila ay kuhang kuha talaga yung panlasa na gusto ng mga Pinoy.. simple pero masarap at madaling kainin.

Halaga - ★★★
Kailangan ko pang iresearch yan.. kasi libre lang ito sa amin nung isang araw.. :)

The Sandwich Guy

Ngayon ko lang nalaman na meron palang ganito.. The Sandwich Guy! Siguro gumagawa sila ng sandwich.. hello obvious na obvious naman kaya.. pero ang tanong dun.. "Ano ang kakaiba sa sandwich nila kumpara sa ibang gumagawa ng iba't ibang sandwich?"

At ang sagot ay siyempre sa kanilang logo.. "Fresh not Fried". Sila ay gumagawa ng sandwich na walang mantika.. toasted ang tinapay.. keso at gulay ang palaman.. at may dressing din.. :)

Di mo mabilis na mauubos ito kasi di ganun ka exciting ang lasa.. pero habang kinakain mo siya ay may dressing na medyo matamis kaya matutuwa ka na rin. Mabango ang medyo toasted nilang tinapay.. wheat bread pa yata ito para healthy.

Kung keso, lettuce, at kamatis ang palaman nito.. sigurado hindi ito patok sa mga bata. Pero sa mga health concious.. sigurado mabenta ito.

Halaga -
Di ko alam ang presyo kasi libre lang ito sa amin.. he he he Yun ang assignment ko..

Ensaymada sa Pilipinas



"Pabili nitong Ensaymada.." sabay turo kung saan ito nakalagay sa eskaparate.. Yan ang kalimitang ginagawa ko kapag bumibili ako ng ensaymada sa isang bakery na malapit sa amin.

Masarap ang ensaymada sa almusal at meryenda. Malambot kainin at malinamnam kasi may mantikilya at asukal sa ibabaw nito. Panalo ang kumbinasyon ng mantikilya at asukal, simple pero masarap. :)

Malambot naman ang tinapay niya pero di gaanong siksik at malambot kumpara sa ibang ensaymada. Naalala ko tuloy ang commercial ng Nido (si Kris at si baby James).. "What's siksik mama?"
Panalo ang keso nito dahil binabalanse ang tamis ng asukal na nakalagay sa kanya. Maalat kasi ng konti ang kesong inilagay dito.

Doughnut Buy or Do Not Buy



May nanlibre ulit ng meryenda sa amin.. isang giant o oversized doughnut mula sa Dunkin Donut. Chocolate flavored na sweet glazed.. napa isip tuloy ako kung ilang calories meron ang isang doughnut na ganito?... ang pagkain ba na ito ay healthy? Maraming nagtitinda ng Doughnut malapit sa trabaho.. Mister Donut, Dunkin Donut.. at yung medyo sosyalin.. ang Krispy Kreme..

Nabasa ko ang article na ito tungkol sa Doughnuts.. ito ay informative at ito ang mga bago kong kaalaman:

1. May National Doughnut Day pala sa US.. ano to holiday rin sa kanila?... o baka regular working day rin?... Kapag bumili ka ba ng doughnut ng araw na ito ay pwede ka ng di pumasok sa trabaho?... o may libre kang isang box ng doughnut kapag pumasok ka?

2. Fried pala ang doughut.. siguro yung iba.. pero ang alam ko karamihan ay baked na.

3. White flour + madaming calories + di ka mabubusog sa isang doughnut. Karamihan ng doughnut ay matamis o madaming asukal ang ginamit.. kaya mataas ang calories nya.. At siyempre.. bite size lang sila kaya kulang sigurado ang 1 piraso saiyo.

Kung kakain ka nito araw araw.. sigurado hindi ito magiging maganda sa kalusugan mo. Ang tamang prinsipyo sa pagkain ay.. "Eat Healthy and Observe Moderation."

What NOT To Eat, and Why – No. 2 – Doughnuts

3 days ago (June 5) was National Doughnut Day in the US. Which is a good time for something which might seem like blasphemy to some of you – you shouldn’t eat doughnuts.

Why?

1. They are fried – Meaning that they are rich in fat. You can see in the food label below that each doughnut has about 10 grams of fat – 16% of a day’s recommended value (and this is just a generic one. Chain store ones may contain even more). Eat 3-4 doughnuts (one is never enough, is it?) and this covered 50% of your allowed fat consumption for the day. And the fat itself is the bad type, as you’ll see below.

2. They are full of sugar – Sugar is bad for. It raises your insulin level, which, if done too much (if you eat a lot of sugary foods) will cause weight gain and will put you at risk for diabetes. Even though there are times when sugar is important for our body (after exercise, for example), during a regular day the body doesn’t need sugar in the form of sugar. So what does it do with it? It turns it into fat…
Add to that teeth problems, since the bacteria in your mouth enjoy the feast as much as you do, and you’ve got yourself a sac full of problems.

3. They are made of white flour – The latest dietary guidelines advise that at least half of all the grains in our diet will be whole grain. White flour, also called “refined flour”, is missing the fiber-rich parts of the grain, leaving the least nutritious part of the grain. The fiber-parts of the grain are important for our metabolism, give a sense of fullness (meaning you don’t have to eat as much), and help in preventing colon cancer.White flour, on the other hand, lacks vitamins and minerals. It also has a high glycemic index (see the article about French fries), meaning it causes a rapid spike in our blood sugars. Diets rich in high glycemic index foods have been linked to an increased risk for diabetes, heart disease and obesity.

4. They contain trans fat – As you can read in the previous article in this column (about French fries), trans fat is bad for you, since it raises your chances of having atherosclerosis and heart attacks.

5. They contain a lot of calories – 200 calories per doughnut. Eat a few more and you have eaten a whole meal of junk.

6. You usually can’t stop at one – They are small, they taste good, and one is never enough. You need at least another one to go with the iced coffee you just bought… Before you notice, (at least) 2-3 have gone down your throat.

Many people look at doughnuts as breakfast food, which is a big mistake. It will sky-rocket your blood sugar, which will then fall soon-after, just to leave you hungry for more food.

What’s an alternative?

That’s a tough one. Since doughnuts are made of unhealthy ingredients through and through, there isn’t much you can change about them to make them healthier (besides maybe trying whole wheat doughnuts, but that won’t change the other unhealthy stuff in them).

What you can do is eat other things to satisfy your sweet tooth: A study from 2006 showed that a sweet tooth can be satisfied by eating fruit instead.

Pan De Coco



Nung bata pa ako ang aking tinapay na paborito ay pan de coco..
Matamis kasi ang nasa loob na kinudkod na galing sa niyog na may bao..
Maliliit at pabilog kalimitan ang hugis nito..
Pinipitpit.. at iniipit ang tinapay bago sa bibig ito isusubo. =)

Kakaiba naman itong pan de coco sa Pan De Manila..
Para itong local version ng cinnamon roll ah..
Mabango at masarap kaininin ang pan de coco na ito..
Medyo mahal nga lang kumpara sa simpleng natikman mo.

Ang tinapay ay tama lang ang lambot at ang minatamis na niyog ay sobrang dami kumpara sa ordinaryong pan de coco. Kaya ang kinalabasan ay talagang matamis ang tinapay na ito.
Magugustuhan ito ng mga bata kasi madaling kainin at matamis.

Mahal ang tinapay na ito.. kapag Pan De Manila kasi medyo sosyalen na ang dating ng tinapay. =) P22 ang isang piraso at kumpara sa ordinaryong pan de coco sa bakery ay P2.. 1 vs 11 na piraso ang laban..

Waffle Affordable



Sa bawat araw ng ginawa ng Diyos ay may mga dahilan bakit kailangan mong magpasalamat sa Kanya. Kaysa ikaw ay mainis sa sobrang traffic sa Edsa (normal na yan sa Pilipinas).. o kaya naman sa pedicab driver na sinakyan mo kanina na matindi ang amoy ng putok kasi halos 3 araw na yatang di naliligo (anubanamanyan... sagana kaya sa tubig dito sa Metro Manila).. o kaya sa sobrang siksikan sa MRT kapag rush hour.. Ganun talaga yun.

Na abutan ulit ako ng libreng meryenda.. parang sa Home Shopping sa TV.. "But wait! not just one.. but two!.. if you call within this period you get the third one for free.." Yun ang nangyari, nabigyan ako ng not just 1 but 3 waffles...yeheeeey! Ayun inupakan ko ng matindi at sa loob ng ilang minuto ay bigla itong naglaho.. parang Magic ng clown sa peryahan.

Walang kahirap hirap kainin. Natikman ko ang waffle na may hotdog.. yung waffle ok pero yung hotdog di ganun kajuicy kasi pang masa siya na tender juicy.. he he he

Mura siya as in mura talaga... isipin mo sa halagang P15 ay makakapagmeryenda ka na. Di ka mabubusog sa 1 waffle lang.. pwede mong dagdagan ng 1 pang extra para solb ka... pero kung out of budget ka na ay uminom ka na lang ng maraming tubig pagkatapos.. he he he

Jollibee Chicken Barbecue



Masubukan ng matikman at malasahan ang Jollibee Chicken Barbecue..
Lagpas alas dose na kasi... kaya kailangan ko ng kumain ng tanghalian..
Para mapa iba naman ay Chicken Barbecue ang aking inorder ngayon..
Papasa kaya sa aking panlasa.. kunyari ako ang hinamon.

Sa unang tikim ay di ka masyadong mapapa hmmmm..
Di naman kasi ito bagong luto kagaya ng inihahain sa mga naglalaban laban na iba't ibang inasal.. Kaya tuloy masyadong lasang barbecueng niluto, inilagay sa freezer.. at tapos ininit sa microwave. Pero dahil kailangan kong kumain ng tanghalian.. panalo pa rin ito para sa akin.. may toyo mansi na pwedeng pwede sa barbecue. :)

EDSA on Weekdays vs EDSA on Holidays

Dito sa mga larawan na ito maikukumpara.. kung aano kasiksik o kadami ng sasakyan dito sa ESDA...

Bakit ba kasi walang control ang dami ng bus at sasakyan ang bumabaybay dito.. kaya kung regular na pasukan ay laging siksikan at kagulo.

At ang masaklap pa dito.. sa pagdami ng sasakyan sa kalsada ay pagtaas naman ng polusyon sa hangin malalanghap mo..

Tila wala man lang programa na Clean Energy sa mga pampublikong sasakyan ang ginagawa ng gobyerno..

Haaaay kaya ganito kami sa Pilipinas ngayon.. :(

Pinoy from Surigao wins Photo Walk grand prize

A 32-year-old educator from Surigao del Norte, Jaime Cesar Tibe, was named as the grand prize winner of the 2011 Scott Kelby's Worldwide Photo Walk.

Tibe's winning photo — showing a naked boy leaping into the water with his arms outstretched— stood out among nearly a thousand entries from various Photo Walk locations around the world.

The Worldwide Photo Walk was started by Kelby, an American photographer and post-processing trainer who heads the National Association of Photoshop Professionals (NAPP).

In the announcement he made on his blog Friday, Kelby lauded the shot's "sense of balance" and said it "makes me smile."

"As soon as I saw it, I smiled, and I'm still smiling," the award-winning photographer wrote. "Just looks like a beautiful summer's day, and a wonderful scene along the walk route... Great capture, moment, emotion, processing, and composition."

According to its website, a Photo Walk “is a social photography event where photographers get together in any public area to walk around, shoot photos, and generally have fun with other photographers."

Tibe, a first-time participant at the Worldwide level, will receive a number of technology-savvy prizes which include:
  • a collection of books authored by Kelby;
  • a 32-gigabyte iPad;
  • a one-year membership at the NAPP; and
  • a one-year subscription to Kelby Training.

    Aside from the grand prize, Kelby also named 10 honorable mentions. A People’s Choice award will also be given to the photo with the most number of online votes.

    ‘Overwhelmed’

    In an e-mail to GMA News Online, Tibe admitted that he "was overwhelmed" to have won the photography contest because he is only a hobbyist.

    A dean at the Northeastern Mindanao Colleges in Surigao City, Tibe shared that he has only been into photography for more than a year who only bought his own camera two months ago.

    Before getting his own gadget, he said he borrowed from his photographer friends, who influenced him to dip into the craft as well.

    “Pahiram hiram lang ako noon. I started last year sa hobby na ito, and I know marami pa akong bigas na kakainin. [I’m] still in the process para maging professional photographer," he said.

    "I can't believe na nanalo ako. Imagine out of 20,000 walkers, ako ang napiling grand prize winner," he wrote.

    Tibe, a member of the Surigao Photo Club, said he was among the 40 photography enthusiasts who joined the Walk in Surigao City last October 2.

    He shared that his entry was taken by the end of the two-kilometer walk at the Surigao City Blvd., when a group of young boys on the rooftop of a waiting shed called his attention.

    “Pagkadaan ko, sabi ng isang bata, ‘Uncle, magtapon ka ng limang piso sa dagat, kukunin namin.’ Doon nag-start ang composition ko. Every time my girlfriend [would] throw [a] five-peso [coin] sa dagat, tumatalon sila [para kunin ‘yun]," he told GMA News Online.

    Tibe decided to use his photo of the second coin diver, which he believed was his winning shot out of 195 captures that day.

    Two Filipinos have previously made the Honorable Mentions list—Minella Rivera of Malolos, Bulacan in 2009 and Ronald Suello of Cebu City in 2008.

    For this year, two other Filipinos made the list that Kelby made for entries that did not make the winning cut:
  • Victor Kintanar of Cebu City for “Best Shot That Gets Better Once You Spot The Subject"; and
  • RJ Palad of Manila for “Best Shot That Tells a Story".

    LEVERKUSEN, Germany — For promoting environmental education among children with special needs, a Filipino student won the Bayer Young Environmental Leader Award Thursday night here (early Friday in Manila) along with three other young environmentalists from around the world.

    Mary Jade Gabanes, 19, a Special Education major at the West Visayas State University won the top prize with delegates from Kenya, Indonesia and Ecuador.

    Winners will receive project support from the United Nations Environment Program (UNEP) and global company Bayer, which have been jointly implementing the youth program since 1998.

    Gabanes hopes to inspire others to take better care of the environment by showing that special needs children could do the same despite their limitations.

    “If you see special needs children doing something for the environment, wouldn’t we take a second [look] at ourselves and ask what we can do?” said Gabanes in an interview moments after her win here.

    A panel of judges composed of representatives from UNEP and Bayer picked the winning projects out of 18 top country winners from across Asia, South America and Africa.

    Gabanes’ project engages special children aged 12 to 22 in environment-themed sessions, from arts and crafts, using recycled materials to performing environmental songs, at a locally supported special education center in her native Iloilo City.

    The articulate and animated Gabanes impressed judges at final presentations on Wednesday, responding to questions about her project without pause.

    When one judge asked how she coped with the known challenges of teaching special children, Gabanes said: “I’ve never had a problem. I’ve always had a soft spot for special needs children.”

    Bayer flew in winning environmental envoys from around the world for an exposure trip around Germany, engaging them in discussions on trends in environment protection, experiments in Bayer laboratories and site visits around Cologne and Leverkusen.

    Aside from Gabanes, three other Philippine envoys were invited to the field trip: Reymart Canuel of the University of Baguio who designed a website called “GreEnitiative” which aims to raise awareness on forest conservation;

    Cris Viray of the St. Paul University of Quezon City who organizes youth environmental camps and training programs in his native Rizal; and Alfie Desamparado of the West Visayas State University who wrote and performed 10 original environmental songs in bus and boat terminals in Guimaras and Iloilo.

    Delegates from Argentina, Brazil, Chile, China, Colombia, Ecuador, India, Indonesia, Kenya, Malaysia, Peru, Singapore, South Africa, South Korea, Thailand, Venezuela and Vietnam participated in the youth conference.

    Some 550 students from around the world have been invited to visit Germany since the program started 13 years ago.

    Airport in the Philippines


    Dito minsan o kadalasan magaling ang Pilipino... pagdating sa bagay na "worst" o kabaliktaran ng "best" o "excellent".

    Hindi lahat ng Pilipino ay ganito.. meron namang matitino at magaling sa trabaho.. pero siguro mga 30% lang.. Yung 70% ay napaka tradisyonal o makaluma ang pag-iisip.. o kaya naman saksakan ng katamaran o batugan. O kaya naman walang disiplina.. haaay Pilipinas kong mahal.. kailan ko kaya makikita ang bansang Pilipinas na maunlad.



    Naia 1 is rated ‘world’s worst airport’

    Ninoy Aquino International Airport (Naia), particularly Terminal 1, now ranks No. 1 among the “Worst Airports in the World,” said “The Guide to Sleeping in Airports,” an interactive website that gathers reports from various reviewers.

    Naia 1’s ratings worsened from the website’s 2010 assessment that it was the world’s fifth-worst airport and the worst in Asia.

    The ranking of Manila’s international airport was based on reviews of travelers who complained, among other things, of “safety concerns, lack of comfortable seating, rude staff, hostile security, poor facilities, no (or few) services to pass the time, bribery, being kicked out and general hassles of being in the airport.”

    Sought for comment, Dante Basanta, Naia Terminal 1 manager, said the issues raised on the website were old and rehashed.

    “It’s unfair for them to say that we have the world’s worst airport because we’ve already implemented several improvements at the terminal for the past several months,” Basanta told the Inquirer.

    He said the photos shown on the website were old ones.

    Basanta said that to date, a total of 16 rest rooms had been renovated and that the ceilings at the boarding gates and waiting lounges improved.

    “We’re also improving water services; the replacement of old pipes is ongoing,” he added.

    Worst 10

    Besides Naia 1, the following made it to the 10 worst airports in the world: Paris Beauvais in France, Keflavik International Airport in Iceland, Bergamo-Orio al Serio Airport in Italy, Kiev International Airport in Ukraine, Frankfurt-Hahn Airport in Germany, London Luton Airport in the United Kingdom, Pisa Airport in Italy, Paris CDG Airport in France and Los Angeles International Airport in the United States.

    “The list this year is very heavily European, simply because that’s where the most airport-sleeping adventures are to be had. We base our list on user reviews and poll votes and we just happen to receive more reviews for overnight sleep overs for European airports,” the website said regarding the quality and facilities of the world’s airports.

    The website also named the world’s three best airports in 2011—Singapore Changi, Hong Kong, and Seoul Incheon. The facilities—all in Asia—were named the best airports the previous year.

    Most complaints of reviewers about Naia concerned the old Terminal 1, which hosts all international flights except those of Philippine Airlines, which uses Terminal 2 and Cebu Pacific, Air Philippines and All Nippon Airways, which use Terminal 3.

    “The current administration should hire a bulldozer and a ramming team and start tearing it apart,” said ajloren123, a reviewer.

    Promise

    Among the problems cited by the reviewers who managed to survive the airport were theft, bribery and the absence of toilet seats and running water in the bathrooms.

    “Earlier this year, some bad press regarding the state of the airport made airport officials promise to clean its Terminal 1 toilets and provide running water and soap. Imagine…. they actually had to “promise” to offer this!” the website said.

    It also pointed out physical hazards that recently plagued Naia 1, including the collapse of a portion of a ceiling plaster in May, which prompted an inspection by government officials led by President Aquino.

    “Their arrival ramp is not user-friendly because it slopes downward!! If you happen to be pushing your loads of baggage through this ramp, watch out or your baggage might get to the bottom of the ramp before you,” said Tiffycality, another reviewer.

    The Guide to Sleeping in Airports acknowledged that there was hope at Naia if one went to Terminal 3, which it said was clean, spacious and had Internet connection.

    But the website, citing a report that reportedly came out earlier this month, also reminded travelers that the 9-year-old terminal had been deemed “structurally flawed.”

    The woes that confront travelers at Naia 1 went beyond poor facilities, the site said. It warned passengers about sleeping in the terminal because of bribery and theft.

    “Forget about sleeping in this airport! You will not want to even close your eyes here! Bribery and theft exist. Airport taxes are collected, but the money does not seem to go toward the betterment of the airport. Document holders have been told their papers are not correct, but a fee of x amount should clear up the matter,” the site said.

    Big bucket

    One reviewer said a big bucket with a dipper was by the front door and about four attendants demanded a tip.

    “When I asked a security guard where the smoking area was he told me to follow him … and took me out on to the tarmac where he then insisted on a bribe before he let me back into the terminal. How does one say “no” to a security guard with a gun?” the reviewer said.

    Another reviewer said nothing compared with his experience at Naia.

    Mind-blowing

    “It’s a horrible waste of time and you should all hold onto your wallets as tightly as possible. I especially advise any foreign travellers to avoid this airport. The amount of corruption and bribery is just mind-blowing,” said Shizumasa, a reviewer.

    A reviewer named Monette said she lost her cell phone between the drop-off at the entrance and the security check.

    Handbag slashed

    “The phone was in my side pocket of my handbag and this side pocket was slashed with a sharp knife! I mentioned it to the (police) officer and he referred me to an airport policeman.

    “This guy had the guts to suggest that I go to the lost-and-found office and check if they found it. Long story short, he didn’t even get my name and address to file a report and was just saying: ma’am there are many thieves in this airport. Just look after your belongings!” she said.

    The website also noted that terminals were lacking such services as left-luggage and pay-in lounges for transit passengers.

    It said free WiFi connection and day rooms at the air side of Naia 1 were among the airport’s redeeming qualities.

    It was worse than the fertilizer scam.

    A P10-billion fund meant to help small farmers, fisherfolk and agriculture entrepreneurs raise their skills and production was used as a cash cow of agriculture officials, politicians and businessmen “favored” by the Arroyo administration for almost a decade, officials said.

    The discovery of irregularities in Acef (Agricultural Competitiveness Enhancement Fund) has led lawmakers and agriculture officials to suspend the program in January and to review its implementation.

    What they saw, according to officials who checked the Acef records, was a long list of companies and beneficiaries who failed to pay back their loans.

    The same officials also heard of complaints from borrowers who said that agriculture officials demanded kickbacks in exchange for loan approvals.

    Agriculture Secretary Proceso Alcala said his office had received complaints from beneficiaries and those who tried to apply for the fund that former agriculture officials had asked for kickbacks in exchange for approving their loans.

    Legitimate projects were also set aside in favor of proponents who have questionable projects but are willing to provide kickbacks, officials said.

    “As we investigated it, we found out that the majority of those who did not pay were the ones who were complaining about the kickbacks,” Alcala said. “It was as high as 20 to 35 percent,” he noted.

    A senior agriculture official also noted that the Acef executive committee was lax in approving projects. Some proponents, who promised to give commissions, were not even required to appear at the Department of Agriculture to explain their projects, the official said.

    Alcala said it was the Acef management that was accused of being the recipients of bribes. “They got money out of proceeds. After the funds are released, something goes to them,” he said.

    Although the reports and complaints were numerous, Alcala said it was difficult to pin down the errant officials. “Of course, these had no receipts,” he said.

    Some borrowers were also reluctant to say something on record because they knew that they got the deal out of bad faith, Alcala said.

    The practice of asking for commissions in exchange for loan approval was confirmed by Gregorio San Diego, president of United Broilers Raisers Association (Ubra).

    Four years ago, Ubra applied as a cooperative for the Acef to build a broiler breeder facility in Pampanga. San Diego said his group was encouraged by then Secretary Arthur Yap, but when the application reached the central office of the agriculture department, it was denied.

    “They asked 10 percent from us,” he said, noting that it was considered a discount. “Others were told to give 35 percent,” he added.

    In the end, Ubra decided not to push through with its application, San Diego said.

    Senator Francis Pangilinan, cochair of the congressional oversight Committee on Agriculture and Fisheries Modernization, and sources confirmed that some of those who applied for the fund were personalities and politicians “favored” by the past administration.

    ‘Lender of last resort’

    An industry source and an agriculture official, who reviewed the project and requested anonymity because of lack of authority to discuss the matter, described the use of Acef in the last decade as “plunder.”

    “This was bigger than the fertilizer scam,” the industry source said, referring to the misuse of P728 million in agriculture funds under then Undersecretary Jocelyn “Joc-Joc” Bolante.

    The fund, intended to benefit farmers, was said to have been diverted to the campaign kitty of then President Gloria Macapagal-Arroyo in 2004. Bolante and former Agriculture Secretary Cito Lorenzo have been charged with plunder at the Sandiganbayan.

    “This was supposed to be for agricultural enhancement but they have become the lender of last resort,” the source said, referring to Acef.

    Acef, established in 1996 and funded by tariffs from agricultural products, is a funding mechanism aimed at providing financial support to the agriculture sector to increase their competitiveness in the global market.

    Safety net

    The money from the taxes was supposed to be used to establish “safety nets” for agriculture sectors affected by trade liberalization.

    “That was the basic tenet of Acef, but it was not followed. If it was implemented properly, say the industries were given common services, it would have made Philippine agriculture competitive. But this was not followed. Even those projects that were not aimed at competitiveness were given funding,” the industry source noted.

    The fund was set up to enable farmers, fisherfolk, and cooperatives to upgrade their skills and facilities so that they can compete in an increasingly globalized agriculture market.

    Loans up to P30M

    Under the program, agricultural workers, cooperatives, nongovernment organizations, and local government units may take out loans ranging from P500,000 to P30 million.

    Acef was supposed to have a 10-year life-span, but the agriculture department, during the term of former Secretary Yap, issued several memoranda extending the program and its scope.

    Collateral-, interest-free

    The program was especially designed to encourage small and medium agricultural enterprises to borrow from it as it does not demand a collateral from them and is interest-free. The lack of these requirements opened the fund to abuse and was the main reason for the low-repayment rate, officials said.

    Acef contained P10.73 billion accumulated from collected tariffs from 1990 to 2010, according to the Department of Agriculture’s preliminary report as of February 2011.

    During that period, the fund used P8.85 billion, mostly for grants and loans.

    As of February, the agriculture department said P2.57 billion went to grants, while P5.82 billion went to loans to 299 accounts. Included in the loan portfolio was a P1-billion grant to the bankrupt Quedancor, which was supposed to be used for the agency’s training program. At about P372.78 million was used to fund scholarship programs.

    Quedancor did not remit a single centavo to Acef and even borrowers who failed to pay were allowed to borrow huge sums again, officials said.

    As of early 2011, only about P1.8 billion remained in Acef coffers as many of the creditors failed to pay back their loans over the years, the Department of Agriculture said.

    Failure

    Despite the huge amounts of money that were funneled into the fund since its creation, the credit mechanism that was supposed to improve Philippine agriculture, provide employment in the countryside and raise the income of farmers and fisherfolk failed in its vision.

    In March, the technical working group on Acef said: “Available data indicate that the Acef has not been able to provide loans to the marginalized farmers and fisherfolk; but mostly to small and medium enterprises.”

    In a report, the Commission on Audit (COA) said Acef was a failure. “The purpose of the program to raise farm productivity by extending credit to small farmers, fisherfolk and agricultural entrepreneurs was not achieved as manifested by the low collection rate of amortization due from the proponents. The inability of the proponents to pay the amortization is an indication that their livelihood agricultural activities did not succeed,” the report said.

    Yap’s friend

    One of the borrowers who was not punctual in paying his loan was Lyndon Tan, owner of Basic Necessity, a vegetable farm in Cavite, and a friend of former Secretary Yap.

    Yap, project head of the book, “The Art of Agribusiness: 111 and More Success Stories in Agri-Entrepreneurship,” cited Tan as an example of a successful Filipino farm entrepreneur.

    Tan, according to a recent agriculture department audit, sells his greens to supermarkets and restaurants. He borrowed P38 million from the fund for his farm in the mid-2000s. He only paid P4 million of it.

    The COA also noted that Acef was inefficient and questioned why certain companies that did not remit were still given a chance to borrow millions of pesos.

    In its 2010 report, the COA said five proponents with Acef loans of P72.245 million were given additional loans of P35.659 million for the same project, even if previous loans were not yet paid.

    Gemsum Marketing

    The companies were identified by CAA as C and L Farms, Hi-Las Marketing Corp., Moraleda Farms, Queen’s Agro-Industrial Farms Inc. and Gemsum Marketing.

    But that was just the tip of the iceberg. There were 46 proponents who got loans from 2000 to 2008 but “have not paid a single installment,” the agriculture department said. Their loans from Acef totaled P802.95 million.

    Baler-Casiguran road

    Senator Edgardo Angara, a former agriculture secretary who authored the law that established the Acef, has been identified as one of the beneficiaries.

    Angara’s home province Aurora received P300 million from the fund, according to an audit by the agriculture department.

    Angara was cited by two sources as the one who recommended projects to the Acef committee.

    The audit by the agriculture department found out that Aurora, Angara’s home province, benefited from two grants.

    In 2008, the local government of Aurora received P200 million for the concreting of the Baler-Casiguran Highway.

    Kilusang Magbubukid ng Pilipinas said the Baler-Casiguran Road was built to serve Angara’s Aurora Pacific Economic Zone and Freeport project.

    In 2007, Aurora State University received P100 million for a project called Enhancement of Technology-Based Agribusiness Industry.

    In a phone interview, Angara said he could not recall recommending the grant of P200 million for the concreting of the Baler-Casiguran road.

    “Who is the source of that report? I do not recall … Why would they even use the word competitiveness for that? And why would I recommend it,” he told the Inquirer Tuesday night.

    Angara said it was more likely that the P200 million came from his pork barrel.

    “And if it indeed came from my pork barrel, that would not be considered irregular since it came from my (Priority Development Assistance Fund),” the senator added. With a report from Cathy Yamsuan

    Sa halagang P6,500 ay mapapakain mo na ang halos 12 katao hanggang sa sumabog ang kanilang tyan sa kakakain.. kasi naman, sobra sobra sa 12 na katao ang isserve sa inyo. May appetizer.. hmmm... soup... hmmmm sinangag at ang kasama nitong iba't ibang ulam.. tapos may panghimagas din. Yung pagkaka alam ko ay buttomless din ang iced tea dito (wag ka nga lang iinom ng madami para di kaagad mabusog).

    Nagustuhan ko dito ang kanilang lechon manok na malasa kahit walang sarsa. At halos karamihang piniling ulam ay seafoods kaya panalo! Healthy kahit kinain mo ay sobrang dami.

    Ang mga pagkaing ito ay handa ng isa naming kasama sa trabaho sa kanyang kaarawan. "Sana araw araw ay birthday nya!" :))

    Honesty = 65%, sa dami ng dishonest na mga nakaupo sa gobyerno o mga pulitiko.. lalo tuloy nahatak ang marka pababa sa 65%. Di man lang umabot sa pasang awa..

    Wag nating payagan na maging ganito na lang ang Pilipinas...

    Maniwala ka na kaya nating matagumpay sa larangan ng Turismo at maging parte ka bilang solusyon sa mga bagay na nakikita mong di maganda sa Pilipinas.

    Panahon na rin para magtagumpay o umunlad ang Turismo dito sa Pilipinas at dapat kasama tayo upang ito ay matupad.

    (Updated 11:18 p.m.) "Ghost" pensioners in the Philippine National Police (PNP) robbed the government of around P1 billion in the last five years, Interior and Local Government Secretary Jesse Robredo said Thursday.

    Since 2006, the PNP spent between P200 million and P250 million a year on dead employees and on persons who are not even in the police force, Robredo said.

    "Napakarami nila. May mga pangalan diyan na sabi namin, kung sisiyasatin natin, hindi talaga sila dapat na binibigyan (ng pension)," he said at a press briefing at the PNP headquarters in Camp Crame, Quezon City.

    The Department of Interior and Local Government (DILG), which supervises the PNP, was able to identify 2,000 “ghost" pensioners in two weeks of investigation, he added.

    Robredo also ordered that the release of monthly pensions be deferred so that the list of pensioners can be further cleansed.

    “Ngayon po, pinagtutugma pa ‘yung pinaka-database ng kapulisan kung sino ho ‘yung dapat nagretiro na at sino ho binbibigyan ng retirement. Makikita kung sino ho ang hindi dapat bigyan," he said.

    'Big syndicate' behind bogus employees

    The DILG chief further said he suspects that a “big syndicate" was behind the bogus employees. He particularly identified one Marlon Reyes, a former policeman, as the supposed leader of the syndicate.

    “Eto ho ang pinagdududahan na puno’t dulo nung kalakaran, subalit naniniwala kami na hindi ho pwede na siya lang. May iba pang kasama, kasi ito po napakalaking sindikato," Robredo said.

    He refused to link any former PNP official in the anomaly, saying it is better to wait for the full report on the irregularities, which he said will be released in two weeks.

    "Tingnan natin kung ano ‘yung datos na lalabas. Kung kailangan ihinto ulit (ang pension), ihihinto uli," he said.

    'Anomalous' vehicle repairs

    Meanwhile, the DILG on Thursday also named 30 more officers and personnel, including retired police comptroller Eliseo dela Paz, who will face a probe for alleged anomalies in the repair of light armored vehicles in 2007.

    Robredo said he has ordered the PNP Criminal Investigation and Detection Group (CIDG) to investigate and possibly charge at least 36 police officers and civilians who may have had a hand in the supposed anomaly.

    “Ang kailangan imbestigahan, umpisa sa chief PNP hanggang doon sa logistics support services. Maliban po dito, syempre medyo malaki po ‘yung indication na mayroong collusion [with the bidders]," Robredo said.

    The DILG secretary’s revelations come at a time when other PNP officials are involved in the allegedly anomalous sale of helicopters to the Philippines’ police force.

    The CIDG last week said it will file criminal and administrative charges before the Office of the Ombudsman against PNP personnel involved in the chopper mess. — PE/KBK/VS, GMA News
